Defines "work zone" as a street or highway segment where construction, reconstruction, or maintenance is occurring and official traffic control devices are erected, lanes are closed, flaggers are present, or speed limits are established.

Allows flaggers in work zones to stop and hold vehicles until it is safe to proceed; drivers may only proceed on instruction from the flagger or police officer.

Establishes automatic speed limit reduction to 45 miles per hour in work zones on roads with 50+ mph limits when at least one lane is closed and workers are present, unless positive barriers separate workers or other exceptions apply.

Imposes $300 fine for violations of work zone speed limits or flagger instructions, in addition to any surcharge; vehicle owners/lessees can be held liable as petty misdemeanors.

All provisions effective August 1, 2014, and apply to violations committed on or after that date.
