Establishes a 19-member Animal Law Enforcement Task Force with representatives from law enforcement agencies, county/city attorneys, veterinary medicine, animal welfare organizations, and gubernatorial appointees.

Task force shall comprehensively review enforcement of animal anticruelty laws and practices, analyze types of animal cruelty crimes including links to human violence, examine best practices and funding needs, and make recommendations for improvements.

Commissioner of public safety shall convene the first meeting by August 1, 2014, provide support staff and meeting space, and task force members shall be reimbursed for expenses but not compensated.

Task force shall submit a report to legislative committees with jurisdiction over civil and criminal law by February 15, 2015, detailing activities and recommendations.

Task force expires upon submission of the February 15, 2015 report; appropriation provided to commissioner of public safety for fiscal year ending June 30, 2015.
