Amends Minnesota Statutes section 216C.03 to remove the February 1, 2008 reporting deadline for the state government energy-savings plan.

Modifies section 256E.25, subdivision 5a to remove energy conservation programs from excluded programs in the consolidated funding account, retaining only emergency energy assistance eligibility.

Repeals Minnesota Statutes sections 216C.14, 216C.262, 216C.263, 216C.373, 216C.38, and 216C.44 as antiquated or obsolete energy laws.

Repeals Minnesota Rules parts 7606.0010 through 7606.0080 (eight parts related to energy standards).

Repeals Minnesota Rules parts 7630.0110 through 7630.0360 (twelve parts related to energy conservation rules).
