Modifies the definition of "arrears" in child support law to reference section 518A.26, subdivision 3, rather than defining it as amounts past due under a support order.

Allows courts to order a specific monthly payback amount toward arrears instead of the default 20 percent withholding, and requires employers to withhold that specific court-ordered amount if established.

Clarifies that when IV-D services terminate but a public assistance arrearage exists, income withholding continues at 20 percent of the support order or the court-ordered specific monthly payback amount, whichever applies.

Removes the application of additional income withholding under section 518A.53, subdivision 10 for obligors with specific court-ordered repayment terms for past support, except if they fail to comply with those terms.

Applies arrearage collection remedies retroactively to arrearages accrued on or before June 3, 1997, and to all arrearages accruing after that date.
