Requires all school districts and charter schools to implement a Response to Intervention (RtI) model at grades determined by commissioner rules, with implementation deadline of August 1, 2017.

RtI model must include three annual benchmarking assessments in reading and math, scientifically-based interventions, frequent progress monitoring, and early identification of students not meeting academic standards.

Commissioner must adopt RtI rules by August 30, 2015, repealing existing Minnesota Rules part 3525.1341 and establishing requirements for curriculum review, data collection, intervention planning, and fidelity monitoring.

Commissioner shall provide state leadership and assistance to districts and schools through regional centers, contracted providers, or other methods to implement RtI requirements, with option to use federal ESEA and IDEA funding.

Establishes committee with education researchers and state testing vendor to examine how state assessments can serve dual purposes of accountability and formative assessment, allow fall/winter/spring benchmarking administration, include value-added analysis, and enable international comparison to NAEP, TIMSS, and PISA standards.
