Appropriates $69,180,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the Lewis and Clark Joint Powers Board.

Grant funds will be used to acquire land, design, engineer, and construct pipeline and infrastructure for the Lewis and Clark Regional Water System Project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $69,180,000 to provide the appropriated funds.

Bond issuance is governed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
