Appropriates $10,000,000 from bond proceeds to the commissioner of transportation for a grant to Anoka County to complete final design, land acquisition, and construction of U.S. Highway 10 as a freeway

Project scope extends from the intersection with Anoka County State-Aid Highway 83 (Armstrong Boulevard) in Ramsey to the interchange with Round Lake Boulevard in Coon Rapids

Authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to fund the appropriation

Permits the commissioner to accept and expend additional funds from nonstate sources including local funds and federal aid for the project

Effective the day following final enactment
