Appropriates $2,000,000 from bond proceeds to the Metropolitan Council for a grant to Washington County to design and construct pedestrian and bike trail crossings and connections.

Links the Washington County and Dakota County regional trail systems at the site of the new Highway 61 bridge over the Mississippi River in Hastings.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $2,000,000 to fund the appropriation.

Takes effect the day following final enactment.
