Defines "solar energy generating system" as devices designed to produce electricity by collecting, transferring, or converting solar-generated energy.

Establishes a method to determine whether multiple solar energy systems constructed within a 12-month period and sharing characteristics of a single development (ownership, interconnection, financing) must be combined for sizing purposes under power plant regulations.

Requires the Commissioner of Commerce to provide a written size determination within 30 days of request, with the Public Utilities Commission chair making final determinations in disputes.

Makes large electric power generating plants powered by solar eligible for alternative review procedures under Chapter 216E, the same streamlined process available for plants under 80 megawatts and natural gas-fueled plants.

Effective the day following final enactment.
