Requires health plans offered outside MNsure to receive rate approval by September 1 of the year before coverage begins, starting September 1, 2014, with premium rates made public by the same date.

Requires qualified health plans offered through MNsure to meet all approval requirements by September 1 of the preceding year, beginning September 1, 2014, with premium rates and plan enrollment made available to the public through MNsure by September 1.

Mandates that any changes to MNsure's premium collection percentages or funding limits beginning July 1, 2015, must be approved by law.

Requires MNsure to contract with an independent third party to prepare reports to the legislature by September 1, 2014, and annually thereafter, covering operations performance, budget activities, data practice compliance, and effectiveness in reducing uninsurance rates.

Requires all administrative and operational cost information published on MNsure's website to be audited and verified by an independent third party, with updates at least annually.
