Increases reimbursement rates, grants, allocations, and rate limits by five percent for long-term care providers effective July 1, 2014, for services rendered on or after that date.

Applies the five percent increase to 25 categories of services including home and community-based waivers, nursing services, personal care services, day training programs, and various support grants.

Requires county and tribal service contracts to pass through rate increases within 60 days of the effective date and mandates managed care organizations to include increases in provider payments.

Increases operating payments for intermediate care facilities for persons with developmental disabilities (ICF/DD) by five percent based on occupied beds, excluding property-related payment rates.

Appropriates funds from the general fund to the Commissioner of Human Services in fiscal year 2015 to implement the rate increases.
