Amends Minnesota Statutes section 260.771, subdivision 3, to expand transfer of child placement proceedings involving Indian children to tribal courts.

Requires state courts to transfer proceedings for termination of parental rights or involuntary foster care placement of Indian children to tribal jurisdiction absent good cause, upon petition by either parent, Indian custodian, or the tribe.

Expands transfer requirements to include preadoptive and adoptive placement proceedings for Indian children not within tribal jurisdiction, subject to tribal court declination.

Defines "preadoptive placement" and "adoptive placement" by reference to section 260.755, subdivision 3.

Makes stylistic changes replacing "shall be" with "is" and updating language for clarity.
