Amends Minnesota Statutes sections 16B.98 and 16C.05 to modify grant and contract management procedures for state agencies.

Adds new subdivision 11 to section 16B.98 allowing specifically named, legislatively appropriated, noncompetitive grant recipients to incur eligible expenses for up to 60 days prior to establishing an accounting system encumbrance, based on an agreed upon work plan and budget.

Modifies section 16B.98, subdivision 5 to reference the new encumbrance exception in subdivision 11 for the grant validity requirements.

Modifies section 16C.05, subdivision 2 to reference section 16B.98, subdivision 11 as an additional exception to contract encumbrance requirements, alongside existing policy-approved exceptions for routine, low-dollar procurements.
