Establishes a three-member Public Employment Relations Board appointed by the governor to hear and decide appeals from unfair labor practice charges and commissioner determinations

Transfers unfair labor practice proceedings from district court to the board, with investigations conducted by board-designated investigators and hearings held before board-designated hearing officers

Authorizes the board to issue cease-and-desist orders, require reinstatement with back pay and compensatory damages up to three times actual damages, and enforce compliance through district court petition

Adds public employee right to engage in concerted activities for collective bargaining or mutual aid or protection, and excludes Public Employment Relations Board positions from collective bargaining units

Appropriates $125,000 in fiscal year 2015 to the Bureau of Mediation Services to support initial board operations, effective July 1, 2014, with most provisions effective July 1, 2015
