Amends Minnesota Statutes section 256I.04, subdivision 1 to modify eligibility requirements for group residential housing payments.

Changes eligibility criteria from "or" to "or" structure, allowing individuals to qualify under paragraph (a), (b), or the new paragraph (c).

Adds new paragraph (c) protecting individuals currently receiving group residential housing payments from losing eligibility due to earned income for 12 months or until they become income-ineligible, whichever occurs first.

Maintains existing eligibility pathways for aged, blind, or disabled individuals under Social Security Act title II criteria and for individuals meeting AFDC-related categories under section 256D.05.
