Establishes the Books 4 Bricks program to foster literacy partnerships between Minnesota schools and public libraries, with eligible students in grade 3 and younger participating in reading activities.

Provides $1,000 per student and volunteer who achieves reading goals set by the commissioner of education, with funds paid annually to fiscal hosts of participating schools and libraries.

Requires participating libraries to establish a reading wall or similar display commemorating students and volunteers who meet reading goals.

Appropriates $14,000,000 from bond proceeds to the commissioner of education for grants under the existing library accessibility and improvement grant program.

Authorizes the commissioner of management and budget to sell and issue up to $14,000,000 in state bonds to fund the library grants, with libraries able to use Books 4 Bricks program funds as local matching funds for accessibility grants.
