Sets the target amount for the budget reserve account at $2,000,000,000 beginning July 1, 2015, with annual adjustments based on the commissioner's estimate of percentage change in general fund spending.

Establishes a priority order for allocating positive unrestricted budgetary general fund balances: cash flow account ($350,000,000), budget reserve account ($653,000,000), school district aid payments (up to 90 percent), net aid reductions restoration, and budget reserve account (up to 10 percent of remaining funds).

Requires the commissioner of management and budget to transfer specifically appropriated amounts to the budget reserve account on July 1 of each odd-numbered year.

Repeals Minnesota Statutes 2012, section 16A.152, subdivision 1b.
