Amends Minnesota Statutes section 514.21 to add provisions for licensed motor vehicle dealers holding liens on vehicles.

Allows licensed dealers to sell liened vehicles either through public auction (existing process) or through wholesale/retail sales in the ordinary course of business.

Requires dealers to send written notice by certified mail to the owner at least three weeks before sale, and to both the dealer's records address and registered title address if different.

Notice must include vehicle description, lien grounds, total amount owed with storage charges, sale date, and statement that owner may reclaim vehicle by paying full amount due.

Dealer waives any claim against the owner for deficiency or other charges after selling the vehicle under this provision; effective August 1, 2014.
