Increases the allowable scope difference for out-of-state teaching licenses from one grade level to two grade levels when issuing Minnesota teaching licenses to applicants with similar out-of-state credentials.

Allows the Board of Teaching to issue up to three one-year temporary teaching licenses to qualified applicants with out-of-state licenses that are up to two grade levels narrower than comparable Minnesota licenses.

Permits applicants to complete field-specific teaching methods and student teaching through a one-year school district mentorship program as an alternative to traditional coursework.

Requires applicants to pass skills examinations in reading, writing, and mathematics before license issuance, with allowance for up to two additional temporary licenses for those who have not yet passed the skills exam.

Applies to applicants holding at least a baccalaureate degree from a regionally accredited institution with an out-of-state teaching license requiring a state-approved teacher preparation program.
