Amends Minnesota Statutes section 144.672 to require the commissioner of health to collect and analyze cancer incidence information and conduct special studies on increases in cancer incidence.

Authorizes the commissioner to adopt rules specifying types of data to be reported, reporting standards, payments to hospitals and pathologists, contracts with outside entities for studies, and fees for data summaries and analyses.

Adds requirement that the commissioner request reporting of all previous occupations, dates, and places of work for cancer patients.

Adds requirement that the commissioner request reporting of the time and place of any military service performed by cancer patients.
