Modifies predatory offender registration requirements to include persons charged with or petitioned for qualifying sexual and related offenses (not just convicted), effective August 1, 2014, for crimes committed on or after that date.

Expands registration trigger offenses to include solicitation, inducement, or promotion of prostitution of a minor and sex trafficking of minors under section 609.322, and prostitution offenses involving minors under 13 years old under section 609.324.

Clarifies registration procedures for persons lacking a primary address, requiring weekly in-person reporting within 24 hours of entering a jurisdiction, with alternative procedures available upon law enforcement determination of impracticality.

Changes commissioner of public safety authority from "may" to "shall" require an additional five-year registration period for persons who fail to comply with registration requirements.

Removes sentencing limitation that allowed persons convicted under criminal sexual conduct in the third degree (paragraph b) who were no more than 48 months but more than 24 months older than complainant to be sentenced to not more than five years, while establishing this as an alternative sentencing option.
