Prohibits homeowners associations and private entities from restricting or prohibiting roof-mounted solar energy systems on single-family dwellings where the owner is responsible for roof maintenance and insurance.

Requires solar installation applications to be processed like architectural modification requests and approved or denied in writing within 60 days; applications are deemed approved if not denied within 60 days unless additional information was reasonably requested.

Allows private entities to impose specific conditions including: licensed contractor installation, adherence to roof design standards, indemnification requirements, insurance provisions, system removal for roof repairs, and safety/performance certifications.

Permits private entities to impose additional reasonable restrictions that do not decrease projected energy generation by more than 10 percent or increase costs by more than 10 percent compared to the original proposed system.

Effective January 1, 2015, and applies to common interest communities and residential communities created on or after that date; amends sections 515.07, 515B.2-103, and 515B.3-102 to ensure compliance with these solar energy protections.
