Defines "disadvantaged nonprofit housing organization" as a nonprofit providing housing-related services that primarily serves disadvantaged, culturally specific, unserved, and underrepresented populations and has not previously received state or federal housing financial assistance.

Expands eligibility for homeownership education and counseling program funding to include disadvantaged nonprofit housing organizations alongside community-based nonprofits and political subdivisions.

Exempts disadvantaged nonprofit housing organizations from competitive funding awards and other funding requirement restrictions, and requires the agency to prioritize them for funding and capacity-building assistance.

Requires the Minnesota Housing Finance Agency to provide technical assistance, training, and fee waivers to disadvantaged nonprofit service providers seeking to apply for funds under the program.

Designates a portion of available funds specifically for disadvantaged nonprofit housing organizations to obtain training, counselor certification, and organizational accreditation needed to qualify for funding.
