Adds vehicles used to transport passengers by motor carriers of railroad employees to inspection requirements under Minnesota Statutes section 169.781, requiring valid safety inspection decals or federal compliance certificates.

Establishes comprehensive regulations for motor carriers of railroad employees transporting passengers, including vehicle operator requirements for valid driver's licenses, federal medical examinations, and prohibition on cellular phone use while vehicle is in motion.

Requires motor carriers to implement annual training and certification programs covering safe vehicle operation, emergency handling, seat belt use, and vehicle inspections; conduct criminal background checks of operators including state and prior state residence history.

Mandates motor vehicles transport no more than ten persons including driver and maintain equipment including seat belts, GPS devices, emergency road kits, cellular phones or two-way radios, and proper vehicle identification marking.

Establishes driver disqualification rules for DUI convictions (five-year ban), multiple moving violations within three years (one-year ban), and disqualifying offenses; limits drivers to ten hours driving after eight consecutive hours off duty and 70 hours on-duty time per eight consecutive days.
