Restructures criminal vehicular homicide and operation offenses by separating them into distinct statutes: section 609.2112 (homicide), section 609.2113 (bodily harm injuries), and section 609.2114 (unborn child injuries).

Creates new offense of "criminal vehicular operation" for cases involving great bodily harm, substantial bodily harm, or bodily harm to distinguish from homicide cases.

Expands the definition of "prior impaired driving conviction" to include convictions under the new criminal vehicular operation statutes (sections 609.2113 and 609.2114) for purposes of determining first-degree driving while impaired.

Updates references in driving while impaired law (section 169A.03 and 169A.24) to include the new criminal vehicular operation statutes when determining prior convictions and sentencing enhancements.

Adds affirmative defense allowing defendants charged with controlled substance offenses to prove they used the substance according to a valid prescription.
