Establishes a Legislative Salary Council composed of one non-judge appointed by the Chief Justice and one member appointed by the Governor from each congressional district, with additional at-large appointments if Minnesota has an odd number of districts.

Council members must be evenly split between the two largest political parties and cannot be current or former legislators, spouses of current legislators, registered lobbyists, or current legislative employees.

Council must prescribe legislator salaries by March 31 of each odd-numbered year, effective July 1, taking into account all other legislative compensation provided by the state.

Modifies the ballot language for the constitutional amendment from "legislators' ability" to "state lawmakers' power" and from "legislators" to "lawmakers" for consistency.

Repeals any salary increases for legislators authorized by law after January 5, 2015, and makes the council effective upon adoption of the constitutional amendment.
