Requires any publicly accessible website created and maintained by the secretary of state for voting or elections purposes to comply with Section 508 of the Rehabilitation Act and Title II of the Americans with Disabilities Act.

Mandates that access experts be included in the development of any new election-related websites prior to establishment.

Requires independent verification and certification of accessibility for all existing election websites by an independent body with expertise in accessibility issues no later than January 1, 2015.

Ensures equal access to voters with disabilities through these accessibility requirements.

Takes effect the day following final enactment.
