Appropriates $12,500,000 from bond proceeds to the Pollution Control Agency for a solid waste capital assistance grant to Polk County to design and construct an addition and improvements to an existing waste processing and material recovery facility and organic solid waste compost facility.

Includes funding for Beltrami County to design and construct a waste and recyclable material transfer facility to deliver waste to an existing waste-to-energy facility.

State funding covers 75 percent of the transfer station cost, 50 percent of the material recovery facility expansion and improvement cost, and 50 percent of the organic solid waste compost facility cost.

Appropriation is contingent on the Pollution Control Agency determining that sufficient funding from nonstate sources is committed to complete the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $12,500,000 to provide the appropriated funds.
