Commissioner must provide 30 calendar days' written notice to affected municipalities before issuing licenses for residential or nonresidential programs, with exceptions for certain permitted uses.

For programs considered permitted single-family or multifamily residential or nonresidential uses, commissioner must provide notice 30-45 days before signing purchase or lease agreements and must hold a public hearing 14-21 days before signing.

Notice for permitted uses must be provided in writing to all residences, schools, churches, community organizations, and businesses within 2,640 feet of the facility location.

Notification requirements must be met before first license issuance and annually thereafter if requested in writing by the municipality or political subdivision.

State funds cannot be allocated to residential or nonresidential programs until community notification requirements are fully complied with; exemption applies to programs located in hospitals.
