Removes the prohibition on charging fees for automated property system use, allowing Minneapolis to implement the fee schedule once the city completes required local compliance procedures.

Authorizes the state auditor to examine the fee schedule and associated costs at any time, with examination costs billed to Minneapolis under specified statutes.

Requires Minneapolis to report to the state auditor and legislative committees on odd-numbered years until 2019, then every four years thereafter, including fee formulas, direct operating costs, and receipts and expenses summaries.

Delays enforcement of automated property system requirements until October 1, 2015, and changes multiple effective dates from January 1 to June 1, 2015 for related scrap metal dealer and vehicle operator provisions.
