Establishes a definition for "English learner with interrupted formal education" in Minnesota Statutes section 124D.59

Requires students to meet five criteria: speak a non-English home language, enter school after grade 6, have at least two years less schooling than peers, function at least two years below grade level in reading and mathematics, and may be preliterate in their native language

Mandates that qualifying students be counted as English learners for purposes of calculating English learner pupil units and generating state English learner aid

Allows students meeting these requirements to receive English learner aid until the end of the school year when they turn 23 years old, notwithstanding standard compulsory attendance age provisions
