Requires all licensed teachers renewing their continuing license to include preparation in recognizing key warning signs of early-onset mental illness in children and adolescents, effective August 1, 2014.

During subsequent licensure renewal periods, teachers may receive in-depth preparation on mental illness trauma, accommodations, parents' roles, Fetal Alcohol Spectrum Disorders, autism, restrictive procedures, and de-escalation methods.

Exempts teachers who do not provide direct instruction, including counselors, school psychologists, school nurses, school social workers, audiovisual directors and coordinators, and recreation personnel.

Amends Minnesota Statutes 2012, section 122A.09, subdivision 4, to add mental illness recognition as a required teacher licensure renewal topic.
