Creates a disaster assistance contingency account in the general fund to provide cost-share funding for federal disaster assistance and state public disaster assistance to eligible applicants.

Transfers unused disaster relief appropriations to the disaster assistance contingency account and establishes procedures for the Commissioner of Management and Budget to transfer expired disaster assistance appropriations with reporting requirements to legislative committees.

Requires the state to pay 100 percent of the nonfederal share (up to 25 percent of costs) for FEMA Public Assistance Program costs for state agencies and local governments receiving federal disaster assistance.

Establishes a new state public assistance program under chapter 12B to provide assistance to local governments sustaining significant per capita damage but ineligible for federal assistance, requiring applicants to assume 25 percent of costs and meet damage thresholds of 50 percent of the countywide FEMA per capita impact indicator.

Appropriates funding to the disaster assistance contingency account and authorizes up to $4 million annually in additional general fund payments if the account is insufficient, subject to Commissioner of Management and Budget approval and legislative committee notification.
