Establishes new section 144.281 transferring prehospital care data collection responsibilities from the Emergency Medical Services Regulatory Board (EMSRB) to the commissioner of health.

Requires ambulance service licensees to collect and electronically submit prehospital care data to the commissioner within 30 days of each incident, including demographic, clinical, and treatment information based on national standards.

Authorizes the commissioner to use collected data to improve emergency medical services, develop treatment protocols, prevent injuries and illnesses, and improve outcomes for trauma, stroke, heart attacks, and cardiac arrest.

Classifies prehospital care data as private data on individuals or nonpublic data, with authority to share with the EMSRB for licensing purposes, the Public Safety Commissioner for motor vehicle crash analysis, and the National Emergency Medical Services Information System Technical Assistance Center.

Removes the $150 fine penalty for violations of repealed section 144E.123 and renumbers remaining fine schedules in section 144E.31.
