Removes outdated language from section 246.01 requiring the commissioner of human services to accept marriage applications from wards with developmental disabilities and conduct investigations before determining if marriage is in the ward's best interests.

Adds new subdivision 7 to section 252A.111 establishing that the commissioner shall grant consent to marry unless investigation shows the marriage is not in the best interests of the ward and the public, with written determination sent to the ward and local registrar.

Adds new subdivision 5 to section 517.08 requiring local registrars to obtain signed consent from the commissioner of human services before issuing a marriage license to developmentally disabled persons under the commissioner's guardianship.

Repeals section 517.03, subdivision 2 from Minnesota Statutes 2013 Supplement.
