Authorizes the City of Grand Rapids to increase the Grand Rapids Public Utilities Commission from three to five members through city ordinance.

Allows the City of Grand Rapids to establish four-year terms for Public Utilities Commission members instead of the standard terms under Minnesota Statutes section 412.341.

Requires that any ordinance increasing commission membership must stagger initial terms so no more than two commission positions are open for appointment in any single year.

Requires that any ordinance establishing four-year terms must include a transition plan ensuring no more than two commission positions are open for appointment in any single year.

Amends Laws 1999, chapter 195, section 2.
