Establishes requirements for monitoring English learners' English language proficiency and native language development, with schools providing parents oral and written information about their children's language progress in families' native languages.

Requires assessment and accountability measures to track English learners' academic literacy (including oral academic language), English language development, and academic progress across content areas.
