Expands paddlewheel definition to include electronic devices with servers that control outcomes, with a requirement that servers cannot enable spins on the same paddlewheel within four minutes of a previous spin.

Changes wager limits from a maximum $70 cash prize to a $2 per-wager cap for individual tickets and a $50 maximum per spin across all wagers.

All amendments are effective the day following final enactment.
