Removes the one-mile length limit for connector highways constructed in adjoining states as part of Minnesota trunk highway construction contracts.

Removes the one-mile length limit for segments of Minnesota trunk highways constructed or improved by adjoining states in conjunction with their own construction projects.

Expands eligible reasons for letting trunk highway repair contracts with one-week bid advertisement periods to include freeze-thaw cycle damage, floods, other sudden natural phenomena, man-made disasters, and preventive flood work (previously limited to spring breakup damage).

Simplifies the bid advertisement process for trunk highway damage repair contracts by removing the requirement to mail advertisements to contractors who have filed written requests.
