Amends Minnesota Statutes section 216B.241, subdivision 1d to modify the Department of Commerce's authority to assess utilities for energy conservation technical assistance programs.

Replaces the previous assessment cap of $450,000 annually with a new amount (to be specified) for the commissioner's technical assistance duties including program evaluation, establishing energy-savings assumptions, and maintaining an inventory of effective conservation programs.

Allocates a portion of the assessment revenue (amount to be specified) annually to develop, operate, maintain, and provide technical support for a statewide uniform electronic data reporting and tracking system for all subject utilities.

Requires the uniform reporting system to enable accurate measurement of cost and energy savings from energy conservation improvements mandated under this section.

Becomes effective the day following final enactment and applies to assessments made after June 30, 2014.
