Removes numerous obsolete, redundant, and unnecessary statutes administered by the Department of Agriculture, including sections related to commodity promotion councils, weights and measures, and frozen food manufacturers.

Eliminates the value-added agricultural product processing and marketing grant program previously authorized under section 17.101, subdivision 5.

Modifies biodiesel fuel requirements by delaying the 20 percent minimum content requirement from May 1, 2015 to May 1, 2018, and removes October from the seasonal months when higher biodiesel blends are required.

Creates a new exemption for generators tested and validated by manufacturers for use in jurisdictions where biodiesel is not required, and establishes a permanent exemption for Number 1 diesel fuel from biodiesel blending requirements (effective through May 1, 2020).

Eliminates references to section 32.59 (nonresident frozen food manufacturers) from licensing and enforcement provisions in sections 28A.04, 28A.14, 32.56, and related statutes.
