Increases the maximum safe schools levy from $30 to $45 per adjusted marginal cost pupil unit for school districts.

Allows school districts to use safe schools levy proceeds for colocating and collaborating with mental health professionals who are not district employees or contractors.

Increases the safe schools levy authority for intermediate school district programs from $10 to $15 per adjusted marginal cost pupil unit of member districts.

Appropriates unspecified general fund dollars in fiscal year 2014 to the Department of Education for school costs related to schoolwide positive behavioral interventions and supports training.

Changes are effective for taxes payable in 2013 and later, with the appropriation section effective July 1, 2013.
