Transfers the $5 fee collected for accident report copies from the driver services operating account to the insurance fraud prevention account established under Minnesota Statutes section 45.0135, subdivision 6.

Changes the distribution of accident report fees so that 100% of the $5 fee collected under section 169.09, subdivision 13, paragraph (e) is deposited into the insurance fraud prevention account, instead of the previous 90% to driver services and 10% to general fund.

Amends section 45.0135, subdivision 6 to specify that money received from the $5 accident report fee is deposited into the insurance fraud prevention account alongside assessments and transfers from the automobile theft prevention account.

Maintains separate fee structure for commercial users accessing accident data, which continues to have 90% deposited to the driver services operating account and 10% to the general fund.

Effective date: July 1, 2014.
