Amends Minnesota Statutes section 174.42, subdivision 2 to modify funding requirements for the Minnesota Department of Transportation on transportation alternatives projects.

Changes the baseline calculation period for federal authorization amounts from "the preceding four federal fiscal years" to specifically "federal fiscal years 2010 to 2012."

Requires the commissioner to obtain total federal authorizations for transportation alternatives projects in each federal fiscal year that equal or exceed the annual average of authorizations from the 2010-2012 baseline period.

Effective the day following final enactment and applies to authorizations for federal fiscal year 2015 and all subsequent federal fiscal years.
