Authorizes the commissioner to disclose motor vehicle registration data in bulk form to authorized recipients for permissible uses under federal law (18 U.S.C. § 2721).

Authorizes the commissioner to disclose driver's license and identification card data in bulk form to authorized recipients for permissible uses under federal law (18 U.S.C. § 2721).

Allows vehicle owners and driver's license applicants to consent in writing to disclosure of their personal information exempt under federal law for bulk distribution by organizations for business purposes including surveys, marketing, and solicitation.

Requires the commissioner of public safety to study issues related to access and use of motor vehicle registration and driver's license data, including legal requirements, security breaches, audit practices, revenues, privacy concerns, economic effects, and liability risks, with a report due to the legislature by January 15, 2015.

Takes effect the day following final enactment.
