Removes the exemption from state rulemaking requirements (chapter 14) for MNsure, with compliance required after April 1, 2014.

Changes the rulemaking timeline from January 1, 2015 to April 1, 2014 for when MNsure must comply with standard state rulemaking procedures.

Eliminates the expedited rulemaking process option (section 14.389) that was previously available to MNsure beginning January 1, 2015.

Requires MNsure to publish proposed rules in the State Register, allow 21 days for public comment, and publish final rules in the State Register before they take effect.

Maintains existing legislative auditor review requirements and board compliance with open meeting laws and conflict of interest provisions.
