Establishes a Sustainable Mining Institute at the University of Minnesota, Duluth with a mission to conduct research and implement sustainable mining practices benefiting mines and nearby communities and economies

Requires the institute's primary classroom facilities to be located within 15 miles of an existing, operational mine

Creates a nine-member advisory board appointed by the UMD chancellor in consultation with the Iron Range Resources and Rehabilitation Board, including representatives from environmental advocacy, mining industry, academic researchers, and mining-dependent communities

Institute shall provide research grants through competitive processes, facilitate workforce training and internships, and conduct outreach activities in coordination with relevant state and other organizations

Appropriates $3,000,000 from the general fund in fiscal year 2015 to the Board of Regents for establishment and initial operations, effective July 1, 2014
