Amends Minnesota Statutes section 116L.98 to require the commissioner of employment and economic development to develop and implement a uniform outcome measurement and reporting system for adult workforce programs.

Mandates biennial reporting to legislative committees by December 31 of even-numbered years on workforce program outcomes including participant numbers, wages, credentials attained, and employment rates at 4 and 8 quarters post-exit, disaggregated by education level, race/ethnicity, gender, and geography.

Requires workforce program grant recipients to report data to the commissioner by September 1 of even-numbered years; programs failing to comply after June 30, 2015 are ineligible for additional state appropriations.

Directs the commissioner to conduct a net impact study of adult workforce programs by December 1, 2014, and report results biennially beginning January 15, 2015, with independent audits by the commissioner of administration.

Appropriates unspecified amounts for the commissioner to conduct a study analyzing the effects of current and projected North Dakota oil production on Minnesota's economy, particularly the northwestern region and border cities, with findings due to legislative committees by February 15, 2015.
