Amends Minnesota Statutes section 62V.05, subdivision 2, regarding MNsure operational funding collection from health carriers.

Prior to January 1, 2015, MNsure may retain or collect up to 1.5 percent of total premiums for individual and small group market health and dental plans, capped at 25 percent of 2012 funds collected under section 62E.11, subdivision 6.

Beginning January 1, 2015, MNsure may retain or collect up to 3.5 percent of total premiums, capped at 50 percent of 2012 baseline funds through December 31, 2015, and then capped at 100 percent of 2012 baseline funds starting January 1, 2016.

Authorizes the commissioner of management and budget to provide up to $20,000,000 in cash flow assistance to MNsure for fiscal years 2014 and 2015, with repayment plus interest due by June 30, 2015.

Prohibits collection of any money from health carriers beyond the authorized percentages, including additional surcharges, fees, or payments from capital reserves.
