Prohibits persons subject to domestic violence restraining orders from possessing firearms if the order restrains harassment, stalking, or threatening conduct; includes a credible threat finding; and prohibits use or attempted use of physical force against the abused party.

Requires persons convicted of domestic violence offenses involving intentional infliction of bodily harm to surrender all firearms, permits to carry, and permits to purchase to law enforcement or licensed firearms dealers within the prohibition period.

Expands firearms prohibitions from "pistols" to all "firearms" for domestic assault and stalking convictions, effective on the bill's effective date for new convictions.

Authorizes federally licensed firearms dealers and law enforcement agencies to charge reasonable storage fees for surrendered firearms and establish disposal policies for abandoned weapons.

Adds persons subject to domestic violence protection orders under Minnesota Statutes section 518B.01, subdivision 6, paragraph (g) to the list of ineligible firearm possessors in section 624.713.
